The Parks Main Street (TPMS) is a community-based nonprofit organization that works with residents and local businesses to strengthen the economic vitality of the Riggs Park and Manor Park neighborhoods.
We seek to achieve business districts that are thriving, walkable, and friendly neighborhood centers that retain a small town neighborhood feel with up-to-date urban amenities.

Who We Are
The Parks Main Street (TPMS) is a member of DC Main Streets, a comprehensive program of the city’s Department of Small and Local Business Development (DSLBD) to revitalize neighborhood business corridors in the District of Columbia. TPMS operates under the auspices of its fiscal sponsor the Center for Nonprofit Advancement a leadership organization with a more than 40-year history of serving nonprofits.

Our Team
Who We Serve
TPMS represents small, independent businesses located in Manor Park in Ward 4 of upper northwest and Riggs Park in Ward 4 in upper northeast and Lamond-Riggs in Ward 5 of upper northeast.
Through the leadership of a volunteer board of directors, community volunteers and Executive Director; small business owners receive technical assistance, grants, and promotion assistance to support economic development efforts that engage and excite our communities.
What We Do
TPMS unites two distinct neighborhoods through a single mission. Working with small businesses, residents and partners we design and implement economic revitalization efforts that help preserve existing businesses and attract new business commerce to our neighborhoods; we enhance neighborhood attractiveness with redesigned streetscapes, historic markers and renewed business facades; we help revitalize business operations, and launch promotional campaigns to raise the visibility of small, local businesses and still honor and preserve community culture and heritage.
Creating Economic Impact
As a member of DC Main Streets, TPMS builds on the Four Point Main Street America Approach that helps revitalize communities nationwide. Committees are run by board members and volunteers is committed to transforming the business corridors and creating economic impact for our neighborhoods by RAIN.

Improving the design of commercial properties and streetscapes by providing competitive grant funds for façade improvement.
ORGANIZATION COMMITTEE
Neighborhood organizations mobilizing and advocating to assist businesses and to coordinate sustained, community-driven revitalization efforts within TPMS neighborhoods and the organization.
The Parks Main Street History
The Parks Main Street began as The South Dakota Avenue/Riggs Road Main Street in December 2018. Following a competitive application process, a grant was awarded to the Center for Nonprofit Advancement from the Department of Small and Local Business Development (DSLBD). The Center manages the program and serves as the fiscal sponsor.
The founding board members were: Board Chair, Barbara Rogers, 2nd Vice President, Lamond-Riggs Citizen Association; Treasurer, Alison Brooks, Acting President, South Manor Neighborhood Association; and Secretary Rhonda Henderson, President, Manor Park Citizen Association.
The name was later changed and boundaries expanded to create The Parks Main Street, with Henderson replacing Rogers as Board Chair and more board members being added.

- Riggs Road NE between Chillum Place NE and the Metro Tracks
- 5600 block of 3rd Street NE and the 5700 Block of 2nd Street NE between Riggs Road, NE and New Hampshire Avenue, NE.
